Rep. Gallego Joins President Biden in Phoenix to Announce TSMC Arizona Investments
PHOENIX, AZ – Today, Rep. Ruben Gallego (AZ-07) joined President Joe Biden in Phoenix at the TSMC semiconductor facility to tout the success of the recently passed CHIPS and Science Act and announce TSMC’s plan to build a second factory in Phoenix.

Mark Kelly, and President Biden in getting the CHIPS Act passed, Arizona is set to become a nationwide leader in semiconductor manufacturing,” said Rep. Ruben Gallego (AZ-07). “Look no further than TSMC’s announcement to increase investment to $40 billion at their Phoenix facility. That’s what happens when you have a Congress and White House committed to boosting manufacturing, strengthening supply chains, and creating unprecedented job growth. TSMC chips are used in everything from Apple iPhones to F-35 fighter jets, and the company’s new Phoenix plant will be its second in the United States. The plant itself is expected to employ 1,600 Arizonans, with thousands of additional jobs expected to be created by suppliers.
As a member of the House Armed Services Committee, Rep. Gallego led his colleagues in Congress in boosting our nation’s microelectronics sector. In this year’s NDAA, Rep. Gallego authored an amendment to establish a network for microelectronics research and development.
The CHIPS and Science Act provides $52.7 billion for semiconductor research, development, manufacturing, and workforce development. Arizona is currently ranked fourth in semiconductor manufacturing, and over the coming years, is expected to see significant dollars from the Act with companies like TSMC, Intel, Microchip, and NXP investing in the state.
Last month, Rep. Gallego joined Heidi Shyu, under secretary of defense for research and engineering at the U.S. Department of Defense, to highlight ASU’s prominent role in Arizona’s growing semiconductor manufacturing industry.
