FY25 Community Project Requests
Request Title: Bullhead City AZ 1 MG Reservoir Tank
Recipient: City of Bullhead City, AZ
Amount Requested: $2,400,000
Request Explanantion: Project funding will be used to construct a 1 MG reservoir tank that will expand water supply and prevent contamination. This project is crucial for areas where low water pressure and well failures have put residents at risk of being without water. It will provide supply reliability and redundancy, particularly in economically disadvantaged neighborhoods. This will not only enhance the quality of life for residents but also safeguard public health and safety, particularly during the sweltering desert summers.
Request Title: Cement Plant Road and Upper Main Street Project
Recipient: Town of Clarkdale, AZ
Amount Requested: $2,800,710
Request Explanantion: Due to the aging infrastructure, there is a combined stretch of roadways in Clarkdale, including Main Street and Cement Plant Road, that do not have sidewalks or bike lanes. The “Cement Plant Road Multi-Modal Improvement Project” will add multi-modal transportation alternatives to roadways in Clarkdale near the town’s school and Yavapai-Apache Nation. Currently, pedestrians and bicyclists share these dangerous roadways with automobiles where no sidewalks or bike lanes exist.
Request Title: Strategic Upgrade for the Douglas Police Department's Emergency Response and Operations

Amount Requested: $545,265
Request Explanantion: The Douglas Police Department aims to enhance emergency responses and daily operations by adopting advanced technology and equipment, focusing on community safety and efficient crisis management. By upgrading technological capabilities, they will be better able to protect residents and respond to emergencies.
Request Title: Intersection Improvements for Ethington and Maricopa Casa Grande Hwy

Amount Requested: $3,772,000
Request Explanantion: The funding would provide needed roadway improvements at the intersection, including the addition of a westbound left turn lane, an eastbound right turn lane, and signalization of the intersection to enhance efficiency. These improvements would significantly improve efficiency and safety for industrial traffic entering and exiting the Western Industrial Area in Casa Grande.
Request Title: Bisbee, AZ Ladder Truck
Recipient Name: City of Bisbee, AZ
Amount Requested: $1,200,000
Request Explanantion: A new fire ladder for Bisbee, AZ is critical to protecting the lives and livelihoods of residents. In addition, many homes in the town are between 50-150 years old, and the business district was built circa 1900. A ladder truck would prevent the spread of fire in these older buildings which are either very tall or located on the side of the mountains.
Request Title: Honeycutt Community Connector
Recipient Legal Name: City of Maricopa, AZ
Amount Requested: $425,000
Request Explanantion: The Honeycutt Community Connector project will transform a vacant blighted piece of land between Honeycutt Road and Maricopa-Casa Grande Highway that sits between two residential neighborhoods in the City of Maricopa. Currently, it is the site of illegal dumping and other illicit activity. The project will clean out the space and install paths to create connectivity between the neighborhoods and new retail space near Maricopa-Casa Grande Hwy. This safe connection will greatly benefit the surrounding community, including by improving walkability and retail access.
Request Title: Sewer Pipe Inspection and Replacement, Mesa, AZ
Recipient Name: Water Infrastructure Finance Authority of Arizona, on behalf of the City of Mesa, AZ
Amount Requested: $1,500,000
Request Explanantion: This project will construct wastewater utility improvements in a lower-income areas of Mesa, AZ where the 50+ year old infrastructure is most vulnerable to breaks, leaks, overflows and equipment and pipe failure. The manner of the project will allow for emergency repairs prior to any infrastructure failures, which compromise water quality, damage property, and compromise public health. Utility infrastructure improvements are an essential public service to maintain safety and reduce the risk of reoccurring operational issues.
Request Title: Sustainable Biochar Facility at Flagstaff Wastewater Treatment Plant
Recipient Name: City of Flagstaff, AZ
Amount Requested: $4,000,000
Request Explanantion: This project will convert biosolids waste into biochar sorbents, reducing the cost of biosolid management while also reducing the city’s carbon footprint. The biochar project will extend the lifespan of Flagstaff’s existing disposal sites and delay or eliminate land acquisition requirements, reducing costs to the taxpayers and water rate payers of Flagstaff. It will also reduce costs throughout wastewater treatment operations processes in Flagstaff by reducing the need for new machine construction, using the waste heat from the biochar unit for other wastewater plant processes, and utilizing biochar as a marketable product.
Request Title: Parker AZ Colorado River Sewage Systems
Recipient Name: Town of Parker, AZ
Amount Requested: $4,000,000
Request Explanantion: Project funds will be used to renew and expand wastewater treatment capacity in a joint venture between the Town of Parker and the Colorado River Indian Tribes that serves both communities. This effort will reduce the risk of waterborne diseases and contamination, safeguarding the health and well-being of residents and visitors in La Paz County. It will also protect the environment by improving water quality, minimizing pollution in local waterways, and promoting long-term sustainability by addressing current and future wastewater treatment needs. By modernizing treatment facilities and expanding capacity, the project enhances the region's infrastructure and promotes economic growth and development.
Request Title: Speedway and Stone Housing Development
Recipient Name: City of Tucson, AZ
Amount Requested: $2,000,000
Request Explanantion: The funding would be used for a model of transit-oriented, mixed-use, mixed-income development along Tucson’s future bus rapid transit line in a key gateway location in the Thrive in the 05 revitalization area. The development will feature an estimated 166 units of affordable and market-rate housing, limited podium parking, and ground floor non-residential/commercial space integrated with streetscape enhancements for a planned transit stop. The project is an appropriate use of taxpayer funds because the cost of housing has risen dramatically in Tucson. Since 2017, the median rent in Tucson rose 86% and, as of March 2024, was $1,595.
Request Title: Superior, AZ Fire Engine
Recipient Legal Name: Town of Superior, AZ
Amount Requested: $690,442
Request Explanantion: The funding of this request is critical to allowing firefighters to effectively and safely serve the residents of Superior, AZ. This request will enhance the effectiveness of emergency response and dramatically improve firefighter safety, while also supporting Superior Fire Department’s automatic and mutual aid areas.
Request Title: Latino Cultural Center
Recipient Name: City of Phoenix, AZ
Amount Requested: $5,000,000
Request Explanantion: The City of Phoenix’s Latino community is rich, vibrant, and ever evolving. Nearing almost half of Phoenix’s total population, a visible Latino culture presence, reflective of the City’s residents and experiences, is a vision shared by many. FY25 funding will bused for equipment, including video production equipment, fixtures, and equipment for exhibition, performance, and other program spaces. This space will also be used for small business development.
Request Title: City of Yuma Innovation Hub
Recipient Name: City of Yuma, AZ
Amount Requested: $1,600,000
Request Explanantion: This project would help build a 75,000-square-foot economic innovation facility will support research and business development for Yuma and the surrounding area. The City of Yuma is developing an Innovation District in Downtown Yuma to provide opportunities for research, higher education, entrepreneurship, unique quality-of-life enhancements, and regional economic development. An early action item includes a public/private partnership to build an Innovation Hub for STEM-related industries in Yuma, including its tribal nation partner, the Quechan Indian Tribe, and Elevate Southwest. This would benefit entrepreneurs, educational institutions, and residents.
Request Title: Modernization and Expansion of the Emergency Room at Verde Valley Medical Center
Recipient: Northern Arizona Healthcare
Amount Requested: $4,750,000
Request Explanation: This project is to expand the emergency department at the Verde Valley Medical Center to include a specialized behavioral health area, offering a secure space for patients in crisis and reducing potentially violent incidents involving hospital staff and patients. Funding this project is crucial for community health, improving emergency response, and ensuring a safer, more efficient healthcare environment in the Verde Valley region.
Request Title: Coconino County Emergency Operations Center (EOC)
Recipient: Coconino County
Amount Requested: $4,460,473.72
Request Explanation: The EOC is the single point of coordination for all emergencies and incidents within Coconino County, including incorporated municipalities. The EOC facilitates emergency management information sharing and operational support and coordination with other local, county, state, tribal, federal, and non-governmental EOCs. During an incident, a functional EOC serves to enhance the capabilities of first responders, which in turn contributes significantly to the overall safety, resilience, and well-being of the community. After an incident, the EOC continues to coordinate and support recovery efforts to enhance long-term preparedness. The EOC also serves as the primary location for emergency notifications disseminated to the public during times of disaster.
